What work can be undertaken by a Domestic Builder (limited to the construction of non-habitable building structures)?

 

Within this domestic builder limited class of registration, the work is limited to the construction of non-habitable building structures associated with homes. It includes the construction of only the following above ground and free standing structures:

 

  • Private garages and carports:
    • associated with a class 1 building, or
    • any separate single storey garage associated with another building where such garage contains not more than three vehicle spaces
  • Sheds, cabanas, gazebos and shade structures

 

It is important to note though, that the work does not include:

 

  • The construction of retaining walls that are not part of the non-habitable building structure
  • Electrical or plumbing work that must be undertaken by licensed practitioners
  • The construction of external bathrooms, kitchens or laundries

 

What experience is required to apply to become a Domestic Builder (limited to the construction of non-habitable building structures)?

In addition to the general experience required, you must also be able to carry out, manage or arrange the following activities showing a high level of competence and to a professional standard:

 

  • Carrying out, managing or arranging the excavations of the site required for the work to be undertaken
  • Establishing the levels and preparing footings where required (including stumps, slabs, pad footings etc.)
  • Carrying out or managing the erection of frames, floors and walls of the non-habitable building structure
  • Installing appropriate doors and windows to specifications
  • Constructing retaining walls when they are a part of the non-habitable building structure

This limited class of domestic building work is limited to the construction of gates and fences for homes. It involves planning, preparing, setting out and installing different types of fences and gates to a home.

 

It includes construction and dismantling all types of fencing of any type of material, and associated manual and automatic gates, including safety barriers for swimming pools and spas.

 

 

What experience is required to apply to become a Domestic Builder (limited to the Construction of Gates and Fences)?

In addition to the general experience, you will also need to be able to carry out, manage or arrange the following activities showing a high level of competence and to a professional standard:

 

  • setting out the fence line in consultation with a land surveyor or property owner
  • dismantling existing fences and gates according to job specifications
  • determining bracing on gates
  • installing a prefabricated / modular fence and associated gates
  • installing hardware and operable components, including opening systems
  • mixing, placing and finishing concrete appropriate to the work

What work can be undertaken by a Domestic Builder (limited to framing)?

 

As a Domestic Builder (limited to framing) you can take on domestic building work which is limited to framing for homes and associated class 10 structures. The work includes fabricating, erecting and bracing wall frames, which includes both load bearing and non-load bearing walls frames. The work also includes the erection and replacement of roof trusses.

 

The framing stage of construction provides the structural integrity of a building and is present in all residential dwellings. Framing is construction for all of the main elements of all buildings: the floors, walls, ceilings and roofs. It is typically referred to as lightweight framing and involves the use of timber or lightweight metal and the installation of fabricated steel elements.

 

What experience is required to apply to become a Domestic Builder (limited to framing)?

 

For all domestic building work, general experience is required. The type of general experience is outlined in our blog ‘What General Experience is Required for Registration as a Domestic Builder ?‘.

 

In addition to the general experience, you would also need to be able to demonstrate that you can carry out, manage or arrange the following activities with competence and to a professional standard:

 

  • undertaking all required planning and preparation for works, including setting out, marking, measuring, cutting and fabricating timber and metal wall frames
  • connecting and bracing frames according to design specifications
  • preparing, fabricating and installing framing support work associated with glazing
  • constructing and erecting timber and metal wall framing and roof structures
  • constructing and installing subfloor framing, including bearers, joists and stumps
  • installing window and door frames
  • erecting ceilings
  • erecting subfloor framing
  • installing sheet flooring
  • placing roof trusses
  • assembling and erecting partition frames

What work can be undertaken by a Domestic Builder (limited to cabinet making, joinery and stair construction)?

 

This limited class of domestic building work is limited to cabinet making, joinery and stair construction for homes. It involves the manufacture, assembly and installation of a range of joinery and joinery products, including cabinets, cupboards, shelving and fitments.

 

 

What experience is required to apply to become a Domestic Builder (limited to cabinet making, joinery and stair construction)?

For registration in this class you will also need to demonstrate you have the capacity to carry out, manage or arrange the following activities with a high level of competence and professionalism:

 

Cabinet Making work

  • estimating the costs of cabinet making work
  • measuring and calculating the materials and site installation location
  • preparing cutting lists from job specification
  • construction cabinets and components on site and making adjustments when required

 

Joinery work

  • manufacturing, assembly and installing:
    • doors and windows
    • components for door and window frames, doors and sashes, and stairs
    • joinery unit components
  • preparing surfaces and applying paint and other finishes for joinery
  • cutting and installing glass for joinery
  • using aluminium, including fabrication, assembly and construction of frameworks
  • manufacturing aluminium grills and louvres stair construction
    • construction stairs including:
      • setting out, manufacturing, assembling and installing different internal stair types and their components. Different stair types can include straight flighted, curved and geometric, and they may be constructed of timber and non-timber materials
      • manufacturing stair components, including stringers, treads, rises, wedges, balusters, newels, nosings, glue blocks, wreaths and scrolls
      • assembling and installing stairs and stair components on site

What work can be undertaken by a Domestic Builder (limited to bricklaying and blocklaying)?

 

A Domestic Builder (limited) is limited to a class of building work for domestic building projects. In this case, limited to brickwork and blocklaying for homes and associated class 10 structures. The work itself involves carrying out brick or blockwork associated with the erection, construction, renovation, alteration, extension, improvement or repair of a building. The work includes, but is not limited to, the construction of internal/external walls, isolated piers, arches, fireplaces, chimneys, concrete rendering to buildings and masonry fixtures, rammed earth or form cell construction, and mud brick footings to houses.

 

 

What experience is required to apply to become a Domestic Builder (limited t0 bricklaying and blocklaying)?

There is also work specific experience which is required where you must be able to demonstrate you have the capacity to carry out, manage or arrange the following activities with a high level of competence and to a professional standard:

 

  • interpreting plans, drawings and specifications indicating the location and specification for brickwork or blockwork, types or grades of bricks, and mortar composition
  • setting out and levelling
  • preparing the surface
  • ordering materials, including bricks and mortar, according to specifications
  • undertaking manual and mechanical handling of bricks for construction
  • preparing, mixing and laying mortar
  • construction battered masonry surfaces
  • repairing and maintaining clay bricks, cement blocks or bricks and related structures
  • concreting to simple forms, including installing formwork, reinforcement and concrete related to brickwork
  • completing base brickwork
  • establishing openings in brickwork, including to pin and prop openings and to place end bearing lintels
  • installing reinforcement for structural blockwork
  • applying damp proof courses
  • installing control joints
  • installing flashings
  • installing wall ties

What work can be undertaken by a Domestic Builder (limited to bathroom, kitchen or laundry renovation)?

 

A Domestic Builder (limited) is limited to a class of work. In this case, the domestic building is limited to bathroom, kitchen or laundry renovation for homes. The work involves building, renovating or repairing domestic wet areas such as bathrooms, kitchens or laundries. It is important to note that these works must not exceed beyond the existing walls, floor and/or ceiling.

 

Included in the works is any site works, work required to gain access to the site, the removal or any impediments to access the site, and the replacement of walls.

 

 

What experience is required to apply to become a Domestic Builder (limited to bathroom, kitchen or laundry renovation)?

There is also work specific experience which is required. When applying for builders registration, you must be able to demonstrate you have the capacity to carry out, manage or arrange the following activities with a high level of competence and to a professional standard:

 

  • coordinating and supervising sub-trades
  • demolishing an existing bathroom, kitchen or laundry showing knowledge of asbestos containing materials
  • altering or constructing all framing and ceilings
  • installing fixtures such as baths, shower bases and the like
  • installing all wall and ceiling linings, including wet area lining
  • selecting appropriate waterproofing and applying waterproofing systems to the bathroom, kitchen or laundry
  • altering winds and/or doors
  • installing or repairing wall and/or floor tiling, including splashbacks
  • installing joinery for basins, sinks, troughs, WC suites, tapware, floor wastes etc.
  • coordinating and supervising required trades for altering sanitary plumbing, water, gas, drainage and electrical works
  • installing shower screens and mirrors
  • installing all ancillary hardware
  • undertaking plastering
  • undertaking painting

No matter what category of Builders Registration you are applying for, you will need extensive practical work experience. The Victorian Building Authority (VBA) place a huge emphasis on the practical experience, however, they also expect applicants to have vast knowledge and skills. That’s where having a building and construction qualification can help you.

 

Information from the VBA Fact Sheet ‘Building Interim Regulations 2017’ state that “a certificate IV together with relevant practical experience and skills may satisfy the equivalent qualification pathway to registration”. Therefore, the CPC40120 Certificate IV in Building and Construction (Building) remains a pathway to gaining your Builders Registration.

 

When applying to become a Registered Building Practitioner the VBA requires applicants to complete a Statement of Experience and provide a portfolio of supporting documents. Upon acceptance of your application, you will be required to complete practical assessments showing you skills and knowledge of the Victorian building industry. These assessments focus on much of what is covered in the Certificate IV in Building and Construction (Building) such as:

 

  • Building Contracts and Legislation
  • Business and Finances
  • Occupational Health and Safety
  • Australian Building Standards
  • National Construction Codes

 

As indicated in the Building Interim Regulations 2017, for each category of registration a prescribed qualifications is recommended. These prescribed qualifications detail the experience required for registration within that category. For those wishing to apply to be a Domestic Builder (Unlimited) the prescribed qualification is the CPC50220 Diploma of Building and Construction (Building).

 

Applying and preparing yourself to become a Registered Building Practitioner takes a lot of time, commitment and hard work. By undertaking your building and construction qualifications with Parker Brent you will gain much of the skills and knowledge you require. In Victoria, you must be registered with the VBA (Victorian Building Authority) as a Registered Building Practitioner to:

  • Perform domestic building work that costs more than $5,000 which also includes the cost of labour and materials
  • Carry our re-blocking, re-stumping or demolishing work, remove a home or carry out any building work that requires a permit, regardless of the cost
  • Provide more than one type of building work (such as plastering and painting) that costs more than $5000 (including the cost of labour and materials)

 

As per the Victorian Building Regulations 2006, there are nine different categories of Building Practitioner which include Builder – Domestic Builder.

There are three Domestic Building classes in which you can apply to register:

  • Domestic Builder (Limited)
  • Domestic Builder (Unlimited)
  • Domestic Builder (Manager)

 

Do you have the skills, knowledge and experience to apply for registration as a Domestic Builder? We suggest you read the Practitioner’s Guide to registration on the VBA website – “What is Domestic Building Work?

 

The skills, knowledge and experience you would need for a Domestic Builder (Unlimited) registration are:

  1. Knowledge/Qualifications – successfully completed the CPC50210 Diploma of Building & Construction (Building) or a Degree in Building. This will satisfy the knowledge required for registration.
  2. Experience/Skills – you must be able to demonstrate at least three years of relevant experience related to carrying out, managing and arranging the carrying out of all stages on the construction of homes.
  3. Knowledge and application of Australian Standards and Regulations

 

Of course, Insurance applies for domestic building work worth more than $16,000. If you are planning to undertake building work worth more than $16,000 you will need Domestic Building Insurance that will cover the costs up to $300,000 to fix structural defects for six year, and non-structural defects for two years.
